Across Ontario and Canada, Pilot Escort Vehicles (PEV) are required for the movement of Oversize loads. This can include specific loads that are overheight, overwidth, overlength and/or overwheight. The purpose of a PEV is to provide assistance for the safe and efficient movement of Oversize loads while in transit and enhance public safety. 

In order to move loads that are considered Oversize, a special permit is required from the Ministry of Transportation (MTO). In certain cases, permits may also be issued by the municipality through which the load will be transiting. The Province of Ontario issues permits for loads that are overheight, overwidth, overlength and/or overweight and exceed limits set out in the Highway Traffic Act (HTA). Certain loads that exceed the basic definition of Oversize and require specific traffic control are referred to as SUPERLOADS.

Effective July 1, 2018, the police are no longer required to escort Superload moves. However, all escort drivers for loads designated as a "Superload" must now be certified and have successfully completed an MTO-approved Certified Superload Escort Program (CSEP). This includes meeting mandatory qualifications and course prerequisites, as well as in-class training and written examinations.
